Some ISP Might block SMTP Mail Send OUT Service and some client experience this problem when using local Mail Client Software such Ms. Outlook.
Solution is to check if you could send and receive via WEBMAIL, mean it's working fine at the server side, problem is your Internet won't allow mail sent out which could be caused by LOCAL Firewall Block or Your ISP block mail sent out service (SMTP).
